The circular economy has become a vital pillar for safeguarding national resource security and driving the green transition. According to the "15th Five-Year Plan" for the Development of the Circular Economy issued by the National Development and Reform Commission (NDRC), by 2030, the output value of China's resource recycling industry will reach 8 trillion yuan, representing an incremental market space of 3 trillion yuan compared with 2025. The Ecological and Environmental Code of the People's Republic of China, which officially took effect on August 15, also provides code-level institutional safeguards for the development of the circular economy.

Despite the continuous implementation of institutional practices such as Extended Producer Responsibility (EPR), the industry still faces multiple challenges: low levels of efficient and high-value resource utilization, insufficient coordination across the recycling industry chain, compounded pressures from both legacy and newly generated solid waste, and the lack of mutual recognition of domestic and international standards. Significant bottlenecks remain in industrialization, commercialization, and scaling. This conference brings together global perspectives, China's solutions, and the wisdom of academicians, focusing on whether resource recycling can — through institutional "rigidity" and technological "hardness" — translate policy blueprints into industrial competitiveness, helping practitioners in the circular economy lock in growth and contribute their strength.
